How CT Property Taxes Work

From stress to clarity—your quick guide for Connecticut homeowners

Connecticut’s property tax system is run by towns and cities (not counties). Each town sets its own mill rate and bills you based on a percentage of your property’s value. Below is a simple overview and links to find the right tax office for your town.

The Basics

  • Assessed value = 70% of fair market value
In CT, assessors value real estate at market value and then assess it at 70% for taxation.

  • Revaluation happens at least every 5 years
Every municipality must implement a revaluation on a statutory 5-year cycle. Some towns may phase in changes (up to 5 years).

  • Your bill uses the town’s mill rate
A mill is $1 of tax per $1,000 of assessed value. Tax = (Assessed Value × Mill Rate) ÷ 1,000.

  • Appeals exist if you disagree with value
After revaluation or a change notice, you can seek an informal meeting with the assessor and, if needed, appeal to your local Board of Assessment Appeals by its statutory deadline (often in February/March—confirm with your town).

Quick Example

  • Market value estimate: $400,000

  • Assessed value (70%): $280,000

  • Town mill rate: 28.00

  • Tax: $280,000 × 28 ÷ 1,000 = $7,840/year (before any exemptions/credits).

FAQ (Plain-English)

Do counties set or collect property taxes in CT?
No. County governments were abolished; towns and cities handle assessments, rates, billing, and collections.

How is my tax calculated?
Assessed value (70% of market value) × town mill rate ÷ 1,000.

When do values change?
Every 5 years at minimum (revaluation). Some towns phase in the change across several years.

Where do I appeal or ask questions?
Start with your town’s Assessor or Tax Collector page. Many towns list appeal forms and deadlines online.
